Article 243A

Gram Sabha. A Gram Sabha may exercise such powers and perform such functions at the village level as the Legislature of a State may, by law, provide.

In plain wordsEvery registered voter in a village is part of the Gram Sabha, and the state legislature decides what powers this village assembly gets. It lets villagers themselves, not just their elected members, take part in local decisions.
